Constitution and By-laws


1. (a) The name of the body shall be
“THE RANCOCAS CREEK ASSOCIATION”.
(b) The object of the association shall be to organize its members for the purpose of maintaining the natural beauty, serenity and cleanliness of the Rancocas Creek, within the limits of the Association jurisdiction.
2. (a) Membership shall be open to all owners, lessees and residents of houses on or adjacent to both banks of the Rancocas Creek, between Mt. Holly and Smithville, NJ.
(b) Applicants for membership shall apply to the Membership Committee, which shall investigate the applicant’s qualifications and if acceptable submit the application to the next General Meeting for acceptance or rejection.
3. THERE SHALL BE ELCTED EVERY TWO (2) YEARS:
(1) A President who shall represent the Association at all times, preside over meetings of the Governing Board and of General meetings of the Association, approve such committees as may hereafter be described and execute the policies and decisions of the Governing Board and the Association.
(2) A Vice President who shall substitute for the president in his absence, and perform such other duties as the President, the Governing Board or the Association my designate.
(3) A Secretary who shall keep the books and records of the Association, record the minutes of the meetings of the Governing Board and the Association and perform such other duties as the President, the Governing Board and the Association may designate.
(4) A Treasurer who shall be the financial officer of the Association. He shall collect all dues and other monies due the Association, deposit same in a Banking Institution at the direction of the Governing Board, draw checks thereon for the withdrawal either at the direction of the President, the Governing Board or the Association, and keep proper books for all transactions.
4. (a) There shall be a Governing Board consisting of the Officers and three (3) immediate past Presidents. It shall, together with the President, implement all of the policies and decision of the Association, and shall itself make policy and decisions between meetings of the Association, subject to the approval of the Association at the next General Meeting.
(b) Chairmen of all standing or current committees shall attend all meetings of the Governing Board, participate in its discussions, but shall have no vote.
(c) There shall be a Membership Committee of no less than three (3) members appointed by the President which shall seek new members, pass on all applications for membership and assist the Treasurer in the collection of current and delinquent dues.
(d) There shall be a Program Committee, of no less than three (3) members appointed by the President, which shall assist the President in preparing an annual program and implementing it.
(e) All other committees shall be in the nature of AD HOC committees appointed by the President as the need arises or as directed by the Governing Board or the Association. Such committees, on the completion of its duties, shall be discharged.
5. (a) The Association shall hold no less than three (3) General meetings a year, the times and places of same to be decided upon by the Governing Board or the Association. All members shall receive at least ten (10) days notice of the time and place of such General meetings.
(b) The Governing Board shall meet at the call of the President, after due notice to all Board members and current chairmen of the committees.
(c) Every two (2) years the President shall appoint a Nominating Committee of no less than three (3) members which shall present a slate of officers for nomination and election at the final summer meeting of the Association in that year. Additional nominations for any office may be made at the meeting provided such nomination is properly seconded. The officers elected at such meeting shall thereupon take office.
6. (a) The dues of members shall be such as may from time to time be designated by the Governing Board or the Association.
(b) Failure of a member to pay dues for two (2) succeeding years shall be proper warrant for the Governing Board or the Association to suspend such membership, after due written notice to such delinquent member.
7. The Constitution and By-laws may be amended, altered, added to by two thirds vote of the members present at a General or Special Association Meeting, provided that at least ten (10) days written notice of the proposal to amend, alter or add to shall have been given to each member.
THE OPENTING MEETING OF THE RANCOCAS CREEK ASSOCIATION WILL BE HELD SUNDAY, JUNE 25, 1967 AT 11:00 A.M. AT THE ROSENTHAL’S “IRONWOOD”. Donuts and coffee will be served.
